§ 42-35. Final grading.

Before fine grading or construction of curbs and gutters is started, all service line from underground utilities shall have been installed to every lot in the proposed subdivision. When all underground work is completed, the final grade shall be established and the wearing surface applied. Curbing, where required, shall then be installed throughout and shoulders fine graded and seeded as a final operation.
