The rates contained in this division shall apply only where the fixtures, piping,
faucets, valves and other conduits of water supply shall be maintained in a nonleaking
condition, and if upon an inspection of any property, the said pipes, valves, etc.,
are found to be in a leaking condition, the rates for the use of water shall be double
the amount stipulated for a period of three (3) months.
