§ 42-81. Blasting operations.

  • When rock or other hard material must be removed by a permittee, he may blast such material if the pavement or other structures will not be endangered thereby. The permittee shall exercise extreme care in blasting operations in order to prevent injury to persons and property. The contractor shall secure all necessary permits and observe all local ordinances and state laws relating to transportation, storage and handling of explosives. When blasting is to take place near adjacent structures or services, the same shall be carefully protected against damage. The explosives must be of such number and size of charge and be so placed so as not to cause an unduly large excavation or unnecessarily shatter rock adjacent to the excavation. All rock loosened or shattered in the sides of the excavation shall be completely removed by wedging or barring or other approved means.
