§ 2-258. Findings of fact.

It is hereby found that there has been a proliferation of governmental entities and that this proliferation has occurred without sufficient legislative oversight or regulatory accountability. It is further found that there is a need for periodic comprehensive review and evaluation of certain entities and for the termination or modification of those which do not significantly benefit the public health, safety or welfare.
